Purpose

LEP
To ensure that limited-English-proficient (LEP) students, including immigrant students, attain English proficiency and meet the same challenging academic content and achievement standards that other students are expected to meet.

Immigrant
To assist immigrant students to acquire English and achieve grade-level and graduation standards as mainstream students.

Responsibilities

1. The DELAC, or subcommittee on English learner education, shall advise the district’s local governing board on program and services for English learners.
2. The DELAC shall be responsible for advising the district’s local governing board on the following tasks:
   • Development or revision of a district master plan of education programs and services for English learners, taking into consideration the Single Plan for Student Achievement.
   • Conducting a district-wide needs assessment on a school-by-school basis.
   • Establishment of district programs, goals, and objectives for programs and services for English learners (e.g., parental exception waivers and funding).
   • Administration of the annual language census (e.g., procedures and forms).
   • Review and comment on the district’s reclassification procedures.
   • Review and comment on the written notifications required to be sent to parents and guardians.

Composition Requirements

• Parents or guardians of English learners not employed by the district must constitute a majority membership (51 percent or more) of the committee.
• School districts receiving state funds are required to establish a district advisory committee (DAC). This committee also serves as one of the parent advisory committees for the LCFF/LCAP.

Each California Public school district, grades kindergarten through 12, with 51 or more English learners must form a District-level English Advisory Committee (DELAC) or subcommittee of an existing district-wide advisory committee.

2022–2023 Meetings

El ELPAC es la prueba que se usa para medir el dominio del inglés de cada estudiante cuando no es su idioma principal. Esta prueba es dada a los estudiantes en kindergarten hasta el doceavo grado. El ELPAC está reemplazando la Prueba de Desarrollo del Idioma Inglés de California (CELDT). La información adquirida a través de los resultados del ELPAC ayuda al maestro de su hijo/a a brindar apoyo en las áreas académicas adecuadas.

The ELPAC is the test that is used to measure how well students in kindergarten through twelfth grade understand English when it is not their primary language. The ELPAC is taking the place of the California English Language Development Test (CELDT). Information from the results of the ELPAC helps your child’s teacher provide support in the appropriate academic areas.
